The Equipe team, with Helen Gibson AM and Peter Allen, were engaged by DELWP to prepare various issues and options and discussion papers addressing options to reform aspects of the VPP to streamline housing deliver. This work culminated in the Improving the operation of Rescode - a new model for assessment (November 2021) discussion paper.

As part of the work for this paper, the Equipe developed a new model for the preparation, implementation and operation of discretionary provisions within VPP.
